Why Filtered Water?

The majority of regular players in Cyrodiil seem to be in the veteran ranks, so it seems silly that we can only find Filtered Water(level 40) from the springs and water sacks.
I'm guessing this is left over from before the veteran ranks existed? I hope they change it soon, as I don't really like that we have to go farm potion making materials in PvE zones when we could be doing it in Cyrodiil.

✭✭✭✭✭My level 22 DC alt just discovered this last night and went farming water for hours since Stormhaven is all "Clear Water" which is one level too low for him.
I'm glad i found a source for Filtered Water even if that means i have to run around Cyrodiil for an hour.
