Yes. The -single- most lore-breaking thing in this game. Only the 3 faction leaders have any claim to Emperor-ship, period. End of discussion.


A compromise: replace name from "Emperor/ress" to the more logical, suitable, and immersive: [faction name] Legate/Grand Warlord.

They need to rework the buffs to make Emp less of a one man army and more of a actual leader. Perhaps make them only applicable in Cyro, ON their native campaign, and pertaining to pvp tactics. Say for example one can increase damage done against enemy defenders (npcs) and another can increase siege radius and damage, or mana/hp regen by a percentage among group members, another buff reduce cast times by % etc. Again ONLY useable in Cyro. The problem with the current farming environment isn't that the buffs are there, it's that min-maxers view it as a competitive edge, only now just about everyone has that edge so they're stuck in the same sandbox now.

Volen saw a slew of the unkillable DK emps back in the day, and they tried to pass it off as 'they had to go off on their own because the rest of the army was busy". Nuh uh. Emperors need to command. That's what Tiber Septim did, that's what Titus Mede did, and thats what all of these armchair emps should do if they expect to gain the benefits that are associated with being top dog. You didn't see everyone in Vanilla WoW running around with High Warlord/Grand Marshall and associated gear. Only a bare handful of people ever had it at any given time, they had to work hard to maintain it, and would lose it if they didn't put in the required work for it.

Someone was criticising making a 'lockout period' for attaining buffs. Instead of that what if they make it to where you can only achieve a degree of buffs per day you hold emp? Say one rank for one day, next rank for second, and it goes on. That might encourage facs to fight hard to keep hold of it just as much as it encourages opposing facs to strip it away. Other facs need to field bigger numbers as well. Volen didn't have a '41-day emp' but we had something close with a DK emp who would hold emp for several days at a time, only losing it when the other facs made big pushes.

Another option they can consider is guerilla style tactics, kind of unconventional things to do. It probably won't net you a keep but you can throw a wrench in the works. Something along the lines of the egg-lobbing quest in Bal Foyen, or add siege ladders and rappels. You can't just waltz in though, say NPCS will spawn to try and fight you off (ala the Alliances cinematic) and these have to be targeted down and killed quickly before your devices are destroyed. I'd hate for ESO to be known as "that game" because other games are "that game' now. It doesn't just fall on the devs to save the pvp environment, players should step in too.
