What is the point about dropping low tier mats in vr zones?

I am just wondering about this... what is the point about dropping tier 1-2 resources in a vr1+ zone... I mean come on... having to go somewhere else that is not even vr to acquire them.
Provisioning mats for this and that would be nice having to stay in zone where you are supposed to be getting t5 and 6 mats as drops.
Hopefully someone will see this one out... and probably do something about it.
