People can still upgrade to imperial to get the perks that is not available on the standard version - it doesn't matter if they pre order or not. No. The Explorer's Pack is only available to customers that have chosen to pre-order or pre-purchase the game. Although customers are able to upgrade their Standard Edition to the Imperial Edition, the Explorer's Pack is reserved only for customers that chose to pre-order or pre-purchase The Elder Scrolls Online.

It was a perk specifically for those who pre-ordered the game. ZOS even confirmed it was for pre-orders only, however, it would not shock me if they went back on their word, as they they dont seem to be very competent. You can buy the Explorer code at a website called g2a. If you already have the Imperial edition, you'll have to submit a support ticket here and tell them you bought the code, and they will apply it to your account. They did this for me and I was very happy to get the pet Guar.

And here I remember pre order giving you early access up to a week before launch...and then an option to upgrade was given to everyone else....and nd since vet content IS playing all other factions I guess everyone is playing any race any class any faction....lol

Based on lore? I thought the alliances were something made-up for ESO.
I chose Daggerfall Covenant because I like Bretons. I know you can make any race for any alliance, but it just didn't sit well to have my Breton in either of the others.
