Group dungeon difficulty

Have searched for the answer to this but cannot find it anywhere. My group is trying to complete Volenfell in the veteran zone. No matter what we do we cannot get the difficulty to change to veteran. Do we really have to play it through at level 35 first to get it to switch over?
