When I hit VR I thought there were no chests for Vets as I didn't find one in zone VR1. Since I moved on I realised that is not the case although I seem to stumble over them all the time in some zones and discover very few in others.

I guess someone got there first, or you have just been 'unlucky' not to come across them.

There were probably unlocked by other players who found them before you did, and/or maybe on a longer respawn timer (usually something like 5-15 minutes). There are a lot of chests there, but I don't think it's unusual to not find them in some of the lower zones. I found maybe 3 chests in my entire first playthrough through all of Auridon, and besides Khenarthi's Roost, I only found a few chests until I started playing at off hours and entering low-population zones.

tl;dr: they're still there, just being used by other players first and taking some time to respawn.

I kept tripping over new ones in cold harbor a couple of nights ago. Probably because it was late and I didn't see many players. I would have seen a lot less if it was during the day with a lot of others finding the chests. And I don't think the respawn that quickly. I think it depends on thinks like that on if if you will see some. Plus, some zones, plus areas of those zones just seems to he more populated with chests.

To he honest though, do dark anchors instead. I rarley find anthying that gets me excited in random chests and sometimes I pass them by as I know I'll be dissapointed, but odds seems better with the chests that drop at the end of an Anchor battle will have sonething useful. That or drops from fallen enemies have netted me weapons or unique armor I will use.

Chests are a real letdown, and may be worse now that are loading things up with garbage worth 0gold. So likely odds of finding good loot has probably decreased some, which sucks as ESO has notoriously bad drop rates for decent stuff.

Some days I will see and open then over and over. Yesterday just doing normal quest (like ona level 30-ish I can't speak to vet stuff) and I got like four in maybe an hour. The 4 days before on the same person-two hours at a time or so and nada.

It is luck, spawn timers, who was just in front of you. Some days will be your lucky days...others...not so much.

Areas that had a large bot population (High bot/player ratio) tended to have chests all over as bots couldn't open them.

You're probably just seeing the result of more live players in your area, a low number of more diligent players in your area, or really smart bots.

otoh, I liked the fact that the ESO team at least 'seemed' to be moving some nodes around (my friends have discussed it from an anecdotal viewpoint, we have no data), and adding new ones. I have no idea whether they're removing nodes or the nodes I didn't tend to see anymore was me stumbling over nodes that had been constantly harvested recently or moved by the devs.

Since Harvest Map was busted in the 1.2.3. API change, I don't bother harvesting nodes anymore. It just leaves me annoyed.

Get to the vet zones and you may find more. I am currently in V4 EP (Shadowfen). Yesterday, I did 2 solo dungeons and each had 5 chests. I had never seen that before. I also found quite a few outside of dungeons. I have no doubts that this results from the lack of players in the zone.

Hmm.. I'm actually in the same zone but so far I've found very few chests, guess it's just down to bad luck.
