when I change my video settings the game hangs, then loads super slow the next time

I was messing with my video settings trying to find something to make the FPS issue manageable. I noticed when I change settings that required a reload, it would hang. I would close window and the launcher would have to be closed as well as the Play button would never become active. When I finally did get back to loading the game it takes about 10 mins, then finally it is bad to normal.
Anyone else having this issue?
