What level does my provisioning crafter need to be to start getting tomatos?

I stupidly left the important part of the question out, the first time through.

This has to do with what level my character has to be and what level my provisioning has to be for the hireling to start giving me tomatos.

I understand that there's no absolute answer, but there is an average range that the RNG sorta-kinda works within.

Is there a rule of thumb?
A general guideline?
A best wildassedguess?

do you mean provisioning level or char level? I am certain I was getting tomatoes on my level 5 mule (that char is now level 20), but I had provisioning at level 50.

I am not even sure if tomatos are part of the Porvisioning raw materials.

Roughly the Porvision raw materials you gather depend on the area you loot in.
In the first area (Level 1-17) you will find Level 1-20 raw material.
So if you need some lower level mats to get your porivsioning up, only way is to go into earlier areas.

P.S.: Is the question perhaps related to the Hireling and what level materiasl he gives you?

I have provisioning at level 50 and i have yet to see a single tomato hireling drop.

I do get barley almost exclusively, which i have no use for ...

I have 17 tomatoes. Got them through level 2 and 3 hireling.

Tomatoes and Oats only drop from a level 2 or 3 Provisioning hireling. If your hireling is only lvl 1, then that's why you haven't seen any. You will never see them in lootables. They only come from the hireling and only at the higher ranks.

I get both fairly consistently. Probably one out of every 3-4 hireling mails gives me a few Tomatoes or Oats.

I had two tomatoes...

Then I got this in the mail;

"Dear esteemed sir,
We have opportunity for you doubled tomato quantity. Respectfully send all noble tomato and trusted colleagues will multiply famously your tomato abundance"

Blinded by greed at the thought of having four tomatoes, i sent my treasures to the mail address provided... and waited...and waited...but no tomatoes come...

...now I have no tomatoes :'(

Tomatoes are ONLY obtained through Hireling levels 2 & 3. I have 3 level 50 Provisioners, all of which have received tomatoes prior to reaching level 50.
