Question about computer itself

My computer seems to be lazy unless it's an internet speed problem. But in Pvp I get killed before I see them. Now I understand that's on their end apparently, but now enemies in pve do the same.

Though this could be a result of getting my horse. Maybe my computer can't load that speed.

So what I did is put it from medium settings to low settings. I notice a massive fps increase but all the loading character problems stay. Id prefer it not worry about targeting high fps unless it can load the environment. Is this my computers problem or what? I'd rather it stay at 30fps if that means the environment gets loaded instantly

Also my computer isn't a gaming computer. Though I brought a brand new 800$ computer. I didn't make it, so it's not meant for games. But it meet all the requirements for this one. It has 8gb ram.

    Apparently some are getting the lag in PVE now since the hotfix. Other than that, are you playing on a cleanly rebooted computer. Have you made sure there aren't a ton of programs loaded in the background. Check the graphics settings in the game. The last patch changed a few off my settings.

    And ya, I would repost this in the tech support forum along with your computer specs.
