Unable to hit "Crime pays" achievement

so... yes I found today an achievement of lobbying for crimes in every city
problem is I have cleared almost every quest in the city already
Is there any way for me to hit that achievements?

You have to find the wandering merchants on the roads in each zone and extort money from them.

The extortion and lighting achievements are on the roads, not in the cities.

The cities is where you do the beggar achieve.
