Nothing like this is happening on my computer. Either it's a specific application, your ISP, router or even a virus, might even be hardware related ie bad psu, Hardrive, Mobo or Ram.
If your CPU is spiking I'd suggest working from there. Sounds like another app is taking up all your CPU.

I never drop below 30 fps on high settings so i generally enjoy my gameplay experience... the past 2 patches however have so severely affected preformace to make the game go from visually polished save a few gameplay bugs to what i posted in the origonal topic.

Thanks for posting those specs, I agree, your pc should handle ESO fine.
You've probably already checked, but could it be some sort of malware on your workstation?
If you haven't checked, try installing MBAM Free edition and run a scan?
I must admit, other than the general fps issue that others have been also reporting, I have not experienced the issues you seem to be experiencing

I had something similar when the Beta refused to work. It turned out to be a program that was supposed to help clean up the computer was blocking ESO's server.

thats actually one of the better suggestions i have seen.
problem is i already optimize startup and services in MSCONFIG. a quick glance shows nothing new. and i generally only allow windows services to run with a few exceptions like Avast..
i dont even allow steam to run on startup or at all unless i explicitly open the program.. i try and maintain tight control of my PC...

Well that's probably a more sensible approach than a lot if people. I've also had issues with certain firewall + antivirus progs that get worse you leave the computer on.
Are your CPU temps ok?

Enemy attacks are having delays with the visual and gameplay effects... a enemy can use the throw dagger ability but not have it actually fire off until seconds later. i can use puncturing stirkes but not have any of the visual effects render..
Loading screens are taking extremely long, up to 5-10 minutes when first loading the character screens..
an issue that causes CPU usage to spike, freezing the game for a few seconds unless i change the priority of the game to high in task manager still plagues me... even with that change it still happens...
right now the game is playing in a state worse than what i would expect of a alpha build... its downright unplayable.. its not even 50-50 that anything from the game loading to minor graphic effects that are relied on for feedback in gameplay will work anymore... thats no better than a first build alpha that only serves to demonstrate the engine...
i cant play it like this.... what the hell is Zenimax doing?
