Nothing like this is happening on my computer. Either it's a specific application, your ISP, router or even a virus, might even be hardware related ie bad psu, Hardrive, Mobo or Ram.

If your CPU is spiking I'd suggest working from there. Sounds like another app is taking up all your CPU.

i have closed out all other applications save the task manager, the CPU spikes occur and show ESO holding 98-100% of my CPU resources.

this has been true since early release

You've probably already checked, but could it be some sort of malware on your workstation?

If you haven't checked, try installing MBAM Free edition and run a scan?

I must admit, other than the general fps issue that others have been also reporting, I have not experienced the issues you seem to be experiencing

Avast runs automatically. most recent was only a bit ago, and pulled up nothing.

Doing a quick scan now..

OP, I might not have all the things you got, but I noticed the last 2 patches some graphicle slowdowns, I use Riften as my benchmark and it has been worse now.

I also have freezes, and I know a lot of other players have it because you can see it ingame, you see them travel on there horse and then stop dead still and the mount is still moving, but it isnt.

The first time loading your char screen does indeed take a long time, god knows why. The getting hit while dodging, out of a red warning area, weapon swapping not working or having a huge delay are normal sadly.. its stupid, but hey, the publishers and investors pushes a newbie on the MMO Market into releasing a unfinished product, and this is the result.

Well that's probably a more sensible approach than a lot if people. I've also had issues with certain firewall + antivirus progs that get worse you leave the computer on.

Are your CPU temps ok?

The most of this Problems i don`t have and i don`t think this Game looks like an Alpha/Beta-Version.

Yesterday i run through some nice Zones and thought,*Wow, they did a really good Work and it runs so smooth with all the Lighting/Graphics.* I doesn`t seen such a smooth and good Game for a very long Time with that Level of Graphics.

I believe that some Players have Problems outthere but i think thats more a personal Hardwareproblem because many Players don`t have the most of this Problems.

I don`t think that Teso is perfect and i have some Little Problems too but i think that this Game don`t get the Notes, it should get. It´s more a Ragethinking and typical automatism if something don`t work perfect in the Sense of a Player who wants it.

Some Arguments are not logical and sounds more like Angercomments from Players who wants all as fast as they can get it and this in a perfect Style. Some Players use the Forum to throw all their Emotional Potential out and call it Critism then. The Moneyjoker is one of this Arguments for example.

People, calm down and think that you are not perfect too in your Jobs (pls don`t use the Argument, that if you do in your Job such a bad work, your chief will thrown you out ), no one have said that this Game don`t need some Work. Thats a normal Way in a MMORPG.

This Game don`t get the right Note, it should definitley get better Notes. It is a Jewel and i think it becomes better over the next Time too. I am one of the Player who are thankfull to get a Chance to Play such a fine MMORPG. Sure, this is my emotional Opinion of this Game.

Why should not he be serious? PVE wise this game beautiful. PvP is lacking a lot. (for my expectations) Now even more with FPS drops.

GPU drivers all present and correct? Mobo, Ethernet and ancillary drivers such as USB, HD, urrr SATA?

Got latest bios upgrade?

Can't say my issue is related as I had serious lag-spikes before the latest patches, but I found the root cause to be some of my add-ons.

Good luck to all with performance issues, is a total bummer to loose fellow players to technical related issues, especially if they are related and ZOS QA could find a common factor among the complaints.
