It is a mystery to me why, at first sight, the evasion style mitigation skills seem so much worse than other protection powers, whether class or armor-based.
15% seems very low. By contrast, annulment offers a damage shield and 50% less damage from spells; immovable a massive armor and resistance boost as well as immunity to knockback etc.
Can anyone explain how these evasion skills are not massively underpowered by comparison? Am I misunderstanding the maths here somehow?

The NB blur skill is hardly worth slotting, even on the second bar.
If you as a NB cannot kill your target in 2-3 secs, you are likely dead anyway...

I've tested Blur/Mirage in PvP; it impacts magicka attacks and can have some fair benefit.
Nothing quite as satisfying as a skill landing at me and doing nothing (no damage nor CC) while "Missed" pops up in my combat cloud. Even more fun when the Disorient from Mirage procs and I can knock them down right after.
Evasion/Elude I am still fiddling with in PvP; in PvE it's given me a ton of damage mitigation on AoE grind, but the benefits seem to do very little to carry over to PvP.
Stacking the two buffs in PvE allows me to survive groups I otherwise cannot. I wish the effect was as pronounced in PvP. =/
