I don't know. 500 threats sounds about right too.
Not all, not most, not even many - but how about some? How about occasional posts by actual devs, only if they find time, regarding some of the most discussed topics? Would be much appreciated, I think. Why have them waste their time on the forums when even though you think it will be well received, knowing these forums it simply wont.
Just because they don't reply on every single thread does not mean they have not read it and acknowledged it. For example people were asking for more immersion and to pick up weapons in the wild that you see on a rack. They did (but now everyone cries about it because they are not worth anything and made finding motifs harder, I guess you can never make the players happy)
They do listen, however sadly they seem to have the wring priorities. Rather than giving us better lighting they should have fixed content and bugs that have been around for several months now.

This is typical for ZOS, the devs are considered elite in the company and want nothing to do with the 'lower class' of employees. There is a huge rift in ZOS, and if your on the wrong side of it, your just no one at all.
