The game is story driven, and based around questing to level. What you're asking would require a complete rework. Increasing XP that much would completely mess up all the folks who like to quest, because they'd be so over-leveled they'd get no reward for the content.

The XP you gain in starter areas is going to vary by faction due to the number of quests available. For example, there are far more quests for the Daggerfall Covenenat than there is for the Ebonheart Pact. Once you return to Stonefalls through Bal Foyen ( and not skipping quests ), you should have reached level 6 - 8. But, a lot of that depends on if you grinded skeletons at the barrow to reach Fighters Guild rank 2. If you are just blazing through quests and not having to fight enemies much, then that is your problem. There isn't too much they can do about players clearing zones before you reach them so that you have little to do in the way of completing quests. So, you have to grind enemies your level or slightly above to gain levels and get back on track.
Unfortunately, that is how MMOs work. Some of that you can blame on every gamer that has former WoW like experience begging for WoW-like experiences in ESO. Because - in their warped view, an MMO can't be an MMO unless it is a duplicate of WoW.

Umm.. End game? Raiding? PVP? Oh yea, this game doesn't have a PVE end game. Well there's still PVP I guess.
Perhaps that's why they still drag out the leveling process so long despite the entire community screaming at them that it's ridiculously slow.

Again, you've been that level for weeks. I am talking about Just after the last patch, and in the last 48 hours.
So unless you have leveled a character from 1-10 since the last new patch, you wont be able to understand what I am talking about.
