Bots.
Bot makers have a habit of deleting characters to help circumvent limitations within a game. They create a character, send it harvesting, then after a period delete it, so that any complaints about the character disappear.

The cooldown was preposed by several people as a measure to discourage botting, since the deletion of a character now carries consequences, which means the new botters will have to utilise a different method to stay under the radar.

I honestly never thought this would be a problem.
What you're doing it a bit pointless. Make a character with the name you want. Keep it. Create a bunch of random characters for testing. Once you're satisfied with the build, delete the original character and create a new one with the same name. Delete the randoms at your leisure.

If you have a limit to how many you can delete , that means you cant create any amount of them for testing , which is the point.

I'm sure I'm not the only player who is frustrated by this new character deletion cooldown. No, I'm neither a bot nor a spammer.
I'm a new player trying out the different alliances/races/classes and I use the same character name with each reroll. I'm out of deletions. I have no idea how long it takes to refresh the cooldown, so I've been waiting over a day to make the character I want.
If this cooldown mechanism has to stay in place, would it be too much to ask for a display of the timer at the character creation screen? Also, couldn't the cooldown be shortened and still achieve the objective of why it was implemented in the first place?

This battle against bot's is a loosing one and hurting more the regular players, you can't tell me there is no way to actually track down in game where the bots are coming from and just directly shut the accounts? R they just too greedy and rather take the subscription these bots give? They have been around since day 1 so obviously they were around in beta, how hard is that to narrow down?

thanks, it doesnt seem like enough of a timer to prevent the quest gold farming in the end. theyll just do one a day now

That is really cute on paper , but sorry , i have been playing since day one(actually , 5 days before day one :P).
The "play the way you want" and "class wont matter on your role" crap wont work on me.
Class DOES matter on the role you want , so i do keep that in mind when i create a char , this illusion/lie zen is punishing on new players doesnt really work for long once you actually play the game for a while.
This topic is really old.
Personally remember the ridiculous bot trains and daily gold spam mails that existed before this feature was implemented.
Have seen neither since this was added. Still thankful for that.
This feature is one of the best ideas that ZOS has implemented in game, to this day the solution is to be applauded.
