I have ATI 7950 GPU, and i5 3570 CPU (it never loaded even by half while playing), but FPS was dropped to 50I have a 7850 and FPS actually improved for me, so not sure. AMD CPU?

Maybe you are proud of your improved graphic here and there, but you cannot put these type of cosmetic changes above the performance!
If your improved interior lighting means another 5 fps drop, you are effectively killing this game, since it already requires very high level graphic card to play at good video settings.

I repeat again: before patch, my average FPS in the PVE was 90-100, afterpatch - 50-60. The same comp, the same Windows, the same ingame setting and the same number of addons.
Only one was changed: patch installed.
I'm confused are you complaining that you ONLY get 50-60 FPS now? 50-60 FPS is great compared to most MMO's with FAR crappier graphics.

I thought I remembered reading that eso would not exceed 60hz, or something to that effect (in relation to the most recent conversation about dropping from 100 fps)

Hz is the screen refresh rate. FPS is how many screen shots you get every second for the illusion of motion. However I do remember something about ZoS instituting a refresh rate cap of 60 or 70Hz, but that wouldn't effect someones FPS drop.
