Do you agree idea to make Imperial City as free PvPvE place?

While Imperial City has not announced, we can discuss how it could be realized. I think i could be free PvP PvE dungeon with quarters control. This system is equal common RvR system
- To control one quarter (free PvP zone in IC) you need to kill the boss (that spawns in primetime to avoid morning farm) whith nonwaranted epic loot
- Aliiance who control all (or 90%) quarters gets access (24/36 hours long) to main PVE dungeon with main legendary boss, but without warranted loot (or not).

Hope they make something like Darkness Falls from DAoC out of it... for example the faction that holds the most keeps gets access, but looses access 15min after they loose the majority of held keeps. Now another faction gets access and will try to wipe out the former faction out of the Imperial City.
The Imperial City itself should provide challenging PvE encounters and some nice rewards (no overpowered stuff please!) for solo players, small groups and raid groups (mini bosses, bosses, full raid bosses). Maybe also some temporary faction wide rewards like a small damage boost for killing a specific raid boss.
A system like this would be fun and challenging for both PvP and PvE players. Maybe some PvE players would appreciate the thrill of possibly getting into an AvA conflict while PvE'ing as well... ?0
