The problem with the dead campaigns is that they are used to:
Zenimax should make it so you only get home campaign buffs, as well as emperor / former emperor buffs, in your home campaign and in pve, not in a guest campaign.

AB and BT need to talk to one another and decide to all join one or the other. Recruit some more red and you have a balanced server. Why so many people stay on AB yellow or BT blue is beyond comprehension for me.

1. Farm emperorship. We now have several guilds on Wabbajack that consist of 20+ former emperors each, all farmed from other campaigns.
2. Farm keep/scroll buffs. People will home a dead campaign that is all one color, then come to Wabba with all those amazing buffs for an unfair advantage.

You left out doing the Cyrodiil PvE. I personally guested into a low-pop AD dominated campaign to do most of the PvE stuff in Cyrodiil.
