Of course not. That stuff is just PvP QQing. If they didn't have Vamps and Werewolves it would be one of a thousand other minor things to get worked up about.
Developers make an active decision to include PvP in games. If they do, then they also have to expect this kind of non-stop complaining about people not feeling its "fair". They also should have the wisdom to realize that should NOT act on the bulk of the complaining that comes from PvP.

Yes. The skill line would be in game for diversity and RP value just like the racial bonuses.It should have more or less the same value as race. It would also make sense in terms of lore since in the Vamp population was never higher than 10% in Tamriel. Have you ever used your brain to actually think "why would be that skill line in game at all then?".

To me it sounds like you should delete those characters and just not play vamps and werewolves if you don't like them. Leave the others who do in peace.
