Searching for lower level dungeon group members?

So I did Spindleclutch with some randoms a few days ago, and since moved onto the next zone. I wanted to go back and help my cousin beat this dungeon, but even though we are both able to go through it and fight the spiders, the group search won't allow me to search for people who want to play this dungeon. It only gives me the option to search for people in the next zone. When I made my cousin the group leader, it gave him the same options even though he had not yet completed this dungeon. So basically, if we don't beat the dungeon before we finish the zone, we can't search for players to play it with? Seems kind of lame since I did not yet do the other two factions group dungeon yet and it looks like I won't get any help now. And I'll make it clear, the search does find players from the next zone, but none of them want to come and help with this lower level dungeon. Apparently, the group search limits you to players within your own level range. Annoying.

Yeah I had the same problem the other day. I'm almost finished the third zone and I went back to do the second zone group dungeon. Couldn't use the grouping tool to find people so I had to wait out the front of the dungeon to group with people waiting out the front.

I finally found two other people, we grouped and did the dungeon. But I didn't get the achievement and I still have a mission to kill the bosses in the mine despite the fact that as a group we killed everything in there. I don't know if it was:

1) I was too high a level
2) I was healing others and might not have got a hit on one of the bosses
3) I died once or twice so I might have not been alive when one of the bosses was killed

I don't think any of the above reasons should affect me getting credit for finishing the mission and getting recognition for finishing the group dungeon. If I'm grouped and as a group everything is finished I should get the achievement.

The reason I couldn't do the group dungeon before getting so far in the next zone was because I kept going to the dungeon to try to find people to do the dungeon with but was never able to find anyone else willing to do it.

Not making the same mistake again though I wont be moving to the next zone until I have done the 3rd zone group dungeon. Would be nice if ZOS could fix the grouping issue and the achievement issue so that problems like this didn't arise.

Do not use the grouping tool. Use the zone chat to form your group. You know, like before those stupid Dungeon Finder breaking the social abilities of MMO players had been implemented by Blizzard in 2009.
It work well. The community here is nice. You will find a group relatively easily. Stand in the right lvl area, and ask for more members to fill up your group. You can easily do the Dungeon of the other faction once you have finished your quest by simply teleporting to them via the map.

Thanks for the advise. I got the three low levels done after searching for a couple people for awhile. Eventually, a couple friendly players won't mind playing the lower level content, but it takes awhile to find them. Now that I have them done, I will make sure to do the group dungeons before I level past them.
