Too powerful trash mobs resisting Scatter shot or its morphs?

Using bow's Scatter shot / Magnum Shot / Draining Shot not working on these are mobs in VR zones, particularly the skeletons you just can't knock them back suddenly. Not boss mobs or elites, just regular ones. You get this Too powerful notice as if they were bosses or something.

Worstluck✭✭✭✭✭They introduced some CC resistance for some NPC's, specifically some skeleton and Draugr NPC's. Fun stuff. Anyone can test this; go to VR Shroud Hearth Barrow in The Rift. First mob you fight is a Draugr bane that breaks CC and once broken, it's not usable again.Worstluck - Breton Nightblade "Some of us refused to bow. subecsanur✭✭✭Yup, ok skeletons and draugr's this in VR 10 zone also, so it is somewhat of a surprise and makes you either plan more or just avoid (trash mobs) /shrug.0

Worstluck✭✭✭✭✭Yeah it was surprising to me too. I read in the patch notes that they are giving CC immunity once it's broken, but I assumed this meant players, not NPC's. I did a lot of testing last night and fortunately I could only find Draugr's that did this. Most other NPC's were normal.Worstluck - Breton Nightblade "Some of us refused to bow. ✭✭✭✭✭I was under the impression that CC immunity is only for somewhere around 3 seconds after breaking, or coming out of, a previous CC (I seem to recall reading that somewhere, though I might be completely wrong). Which kind of follows along with my VR zone experiences today. It's been a bit of an adjustment, and definitely made me rethink my rotation.
