Why is Craglorn separated by Alliance?

I do not want to post any story spoilers, but with the allowances that the player character is given, it would be nice if we could go into Craglorn and play with members of other alliances.

There are still parts of the territory of Cyrodiil (if you remember back to Oblivion) that have not been included in the current PvP space. They could always expand the map to include them and make a bigger zone for PvP in the future if they wanted to.
