Elemental Drain Nerf/Bug

You used to be able to apply Elemental Drain to a target without aggroing them. Pretty reasonable as it does no actual damage and was a useful setup skill before entering combat, now enemies respond to it. There's nothing in the patch notes about it. Is this a bug or an undocumented nerf. Either way it doesn't look good. ZOS either can't control their software or can't produce honest patch notes.

Elemental drain and presumably weakness to element/elemental susceptibility are only fairly minor in the lastest patch shamles, but ZOS seriously need to get a quality auditor in soon because everything about patch 1.2.3 reeks of systemic organizational failure. I get the feeling that ZOS has a culture where words like branching, versioning, quality, testing, documentation and reviewing are just treated as boring stuff that nobody wants to do properly. There just doesn't appear to be any proper structure to how they go about things. Are we ever going to see any improvement in how they operate?

    Agreed, to a point.

The fact that we have a patch note talking about a fix to Veteran Crypt of Hearts (to fix a bugs that existed only in Beta, since the dungeon is just being released live) is absurd, to say the least.

That may not seem like much, but it does speak to an inability to standardize their description of changes to the game. That certainly doesn't help us to think that the notes are either accurate, or complete.

If that's the case then it should have said so in the patch notes

Unintentionally leaving out one or two fixes from the patch notes is understandable.

Leaving out an entire page worth of points? Not so much...

Changes to an ability are pretty fundamental, they should go in patch notes. Producing patch notes shouldn't be difficult anyway if you have a system that tracks software changes and where all software changes are documented. In 2014 only a cowboy outfit wouldn't document software changes.

Does it means what "Mark Target" and it's morphs must aggro too?

    Now it's not.
