Weapon enchants of the same type (proc rate)

The subject might seem slightly confusing but here is my dilemma. Im a dual wielder. I have the same enchant on both of my Daggers. Deal 33 magic dmg and restore 15 Magicka but i notice in my combat text that i see the "33" magic dmg often, but my offhand weapon goes through charges at a much more rapid rate then my main hand. I use all my offhand charges while only using about 1/8th of my main hand... So im wondering if because they are they same enchant that they share a cooldown? And maybe the offhand animation is more common then the mainhand?

Thanks for your timely response, i know you scour these forums all day. But I tested it on my own, and I found that you CANNOT proc the same enchant on 2 weapons, at the same time. If you are just light atking it will alternate which procs. (every 3-4 seconds mainhand/offhand) if they are the same. However if the enchants are different you can get them to both proc every 3-4 seconds.

This information should be common knowledge shared with everyone since usually if you pick one enchant, you would likely want to double that effect for dual wielding.. And if something is straight up not going to work, you should let ppl know before they waste time, and mats thinking everything is hunky dory.

Just pick and choose the questions you want to answer, must be a hard job.
