Fix Needed Dark Talons/Choking Talons/Buring Talons

Dark Talons/Choking Talons/Buring Talons Now cost Magicka even if there is no Enemy/Npc Around. Couldn't find this in Patch Notes.

From Patch Notes 1.2.3

Draconic Power
Choking Talons: You will no longer be charged twice the required magicka amount to use this ability.

Dragon Leap: This ability’s minimum range requirement has been removed.

Burning Talons (Dark Talons morph): Decreased this ability’s damage-over-time duration.

    Well that's a pure PvP nerf as it SHOULD be - you generally don't spam talons in PvE to see if there's someone stealthed there..

    I'm more concerned about other issues:
    - sometimes fail to root target - they just drag the talon with them
    - in addition to ~50% Area of Effect nerf in 1.1.2, now they've reduced Burning Talon's DoT by about 50% or more (flat reduction to DoT and Molten Whip spellpower bonus no longer affecting it)
    - mobs now have CC-breaks, after which they are immune to that kind of CC for a few seconds. Any reason left to use Talons in PvE is gone. You're better off with Fire Clench which is not affected by this change, at least for elites. For normal mobs, rather take Scalding Rune..

    No its not nerfed and it wasn't intended to charge if there is no enemy around.

    Thats how all the other AEs work in the game. You cast something that doesnt require a target, it will cast and cost mana. Welcome to game mechanics 101.

    The DoT on burning talons seems to do the same damage over a shorter duration. That's a buff, not a nerf.

    Except that's how talons used to work, and then there was a patch in which the patch notes specifically called out that talons would no longer cost magicka if cast when there were no nearby enemies. And for a while it was working the way those patch notes said. Now I guess it's back to the way it was before, and because there were no patch notes about it changing back it's probably a mistake. I can't say that I care one way or the other, though.

    I just removed this skill form my bar. Nerfed repeatedly and half the time it doesn't even work in PvP

    If I use solar barrage when there is no enemy around it still costs me magicka. How is it fair that you can use an AoE ability and not have it cost anything?
    End the tedious inventory management game.
