Well that's a pure PvP nerf as it SHOULD be - you generally don't spam talons in PvE to see if there's someone stealthed there..
I'm more concerned about other issues:
- sometimes fail to root target - they just drag the talon with them
- in addition to ~50% Area of Effect nerf in 1.1.2, now they've reduced Burning Talon's DoT by about 50% or more (flat reduction to DoT and Molten Whip spellpower bonus no longer affecting it)
- mobs now have CC-breaks, after which they are immune to that kind of CC for a few seconds. Any reason left to use Talons in PvE is gone. You're better off with Fire Clench which is not affected by this change, at least for elites. For normal mobs, rather take Scalding Rune..
Except that's how talons used to work, and then there was a patch in which the patch notes specifically called out that talons would no longer cost magicka if cast when there were no nearby enemies. And for a while it was working the way those patch notes said. Now I guess it's back to the way it was before, and because there were no patch notes about it changing back it's probably a mistake. I can't say that I care one way or the other, though.Thats how all the other AEs work in the game. You cast something that doesnt require a target, it will cast and cost mana. Welcome to game mechanics 101.
