How should Zenimax fix stamina builds?

Stamina builds being inferior to magicka builds is a concern of many players of this game, and judging by the new patch notes it looks like Zenimax is finally starting to address this issue.

Below, I have compiled a list of suggested changes I have seen while browsing the forums. Which of these do you think would best help stamina build catch up to magicka builds?

    Separate resource bar for dodge/block/etc.
    The solution that has always been in my mind is the separate resource bar for dodge/block. I tend to think that we have no need for more ultimates nor for more skill spamming (the cost reduction) but the rest of the options sound viable (higher softcaps, etc).
