Rapid Maneuver and Horse Bug after Patch?

I noticed Rapid Maneuver does not work now when mounted. Is this intended or a bug?
On a side note, my magicka is lower...no idea why. But something in patch did it. Any ideas?

When you say Rapid Maneuver do you mean the dodge roll? I never had the dodge roll show up when I would be on my horse.
I haven't actually played since the main character I'm leveling is being leveled along with my boyfriend's main character so I don't play that character while he's at work. My other alts I didn't log into besides to feed my horse on one character which I'm trying to let a guildie catch up since his first character was Pact & is just now leveling his Dominion character. I haven't experienced this issue since I haven't played much at all today.
As for the magicka, could it be that you're home campaign lost keeps or emperorship? I know my health goes down when we loose emperorship but haven't noticed if magicka & stamina are also affected.

choekstr✭✭✭I have timed this and Rapid/Retreating maneuver no longer provides speed buff for horse. WTF?!? Is this broken all of a sudden or was this intentional and only works in Cyrodill?
This is a very bad thing to have broken as it is a crucial skill for getting around quickly.0 -

✭Better be. It's the only way for new players with slower mounts to keep up in Cyrodiil. Now they will be miles behind everyone else and picked of by pesky NB cats and other lovely gankers.
Really though, the riding from keep to keep is already killing people. Forward camps are still bugged. Riding for hours is not PvP, it's a buzzkill. If I wanted to play with ponies during my limited spare time I'd be played Barbie Horse Adventures.
Fix it please.

GaldorP✭✭✭✭✭Most speed buffs don't work on your character anymore while they're mounted: Steed Mundus Stone bonus, Retreating Maneuver, Tiger's Fur or the Wolf Buff from Blackbriar Blaziers, possibly others.
