I don't have points in mass hysteria, but I imagine this will affect all forms of CC like stuns and slows? Is there DR on each type of CC, or do they share DR? That's actually a big nerf to Nightblades, who rely on a lot of CC in the upper vet levels due to over-buffed NPCs.
EDIT: Just tested the Veiled Strike stun from invisibility and it still works the same. I was able to repeatedly stun the mob. Don't want to put points into Mass Hysteria lol.

The bigger problem is how some playstyles/classes find they end up having to rely on these things to get through.
