How to TRULY balance the game

It cannot be done, they can try, but unless they'll buff stamina specs about 100%, they'll never be even close to the effectiveness of spell AoE builds. Not until one of two changes happen, at least.

OPTION 1
- give each class a separate resource bar for Class abilities (aka reduce game to the WoW level and implement e.g. Rage for DKs, Energy for NBs, Holy Power for Templars and Arcane Power for Sorcerers). That way magicka/stamina would ONLY be used for weapon abilities.
- Stamina and Magicka bar would share one place, depending on which weapon are you using, and the third bar (resource) would ONLY be there for defensive actions (block, dodge, sprint, cc-break)
- guild abilities would use the class resource instead of magicka/stamina
- while this would make it really easy to balance class vs class, it would require DRASTIC changes to how all skills and items, and glyphs, and everything else in the game work, as to balance everything, each class would have to adjust majority of abilities and set costs for all guild abilities for each class.


OPTION 2
- this would be totally against what's left of realism though:
- change each class skill to ALWAYS TAKE THE HIGHER NUMBER OF THE PAIR: magicka/stamina, spell damage/weapon damage (after a modifier for it, else it would ALWAYS be weapon damage, as it's almost always about 80% bigger), spell crit/weapon crit.
- they MAY continue to all USE magicka as a resource (even though it doesn't make sense for some abilities, mainly about 2/3 NB's and 1/3 Templar's), but they would finally SCALE properly. Even that would be a big plus.

    Theres honestly a lot of changes that need to be made to achieve balance, though as I've stated in my Amor Passives and Imbalances thread ( http://forums.elderscrollsonline.com/discussion/111591/armor-passives-and-imbalance#latest ) armor passive changes would be a relatively fast and easy means of moving towards balance. After armor passive balances I would suggest looking at individual class skill balances. The last and final change I believe should be made/implemented to achieve balance consists of two major changes that are listed as follows:

    1. Change half of every classes class skills to using stamina in a 8:7 magicka:stamina ratio. Every class must be effected by this change to really promote the "play how you want" philosophy this game is supposed to have, and that way their isn't a huge distinction between classes because 2 are based off stamina and two off magicka...this way everyone has the opportunity to choose between different builds. The reason behind a 8:7 ratio is due to the fact that their is one extra weapon line that uses stamina vs magicka.

    2. All utility functions (block, dodge, cc break, and sprint) need to use a completely separate resource all of their own. It makes no sense that all these functions should be pulled from the same resource that is also used for skills (and is a major reason for the imbalance between magicka and stamina builds).

    Make those 3 major changes (armor passives, class skill balances, and resource adjustments) and this game will be in a much better state in my opinion.

    Balance isn't possible.

    The best thing you can do is implement "perfect imbalance" in which everything is imbalanced because there is the ability to counter play. Anything that can't be counter played is broken.
