Yes the craft set bonuses are added at the specific locations once you have the required number of traits researched for that set and you can improve them, enchant them and add traits to them like any other normal crafted equipment. The crafting is the same as anywhere else but there will be an additional button or buttons to make weapon/armour at the top that you select to make the set crafts instead of normal weapons/armour (which you can still make at the special crafting locations).
Like provisioning there is a button at the top that lets you turn on or off the have knowledge/ability to make the item/s or not.

I'm building 5 trait set now for me and my son. It's pretty cool what you can do. My Vampires get 'Vampire's Kiss' and 'Song of Lamae' and it's a big help for beings with no health regeneration.
My sets get all the pieces enchanted with what we need for that time period. All my weapons are enchanted too. The Enchanter is very slow to level but is the most powerful crafter of them all. He is making 'Fire Resist' glyphs and putting them on rings, my Vampire Witch has 1100 'Fire Resist' these days.
Crafting is a very powerful addition to the game. My little army has decided advantages.
