How does game decide if an instance is normal or vet mode?
My main is from DC, I went to Wayrest Sewer with another vet, so two vet finished the dungeon and it doesn't seem to be in vet mode?
I like it this way. Makes for a nice RP run, and hacking and slashing a large normal group is quite a therapeutic power-trip after a long day of questing in VR-land.
And of course, it's up to the others to consent to having a VR in their group.
Of course, I've heard they are going to make it so that dungeons auto-level up to the highest player. So that won't be possible down the line.

I read it would scale to the party leader, so if the leader is low level, it would scale to low level.
