How come we can't access guild stores in Cyrodiil?

I thought the big thing about not having any sort of global AH was that players would be able to access guild stores at keeps claimed by guilds in Cyrodiil. How come with the first campaign of three months almost over, we still cannot access guild stores? Everytime I've tried it gives me the "you don't belong to this guild" type message.

yep i know what you meant . Did you personally talk to the Merchant NPC vendor and 'claim' that Keep? Do you belong to multiple guilds?
I could have sworn i was able to access my Guild Store the other day at a Keep i claimed myself....but then again maybe i was merely imagining it since, like you said, it def. SHOULD be implemented by now.

It was highly advertised before Release in Interviews, but never implemented.
I made several postings on the PTS-Boards before release, never got a response .... it was silently dropped1 -

That's absolutely ridiculous. Part of what made this approach to the auction house so enticing was that AvA and the performance of one's alliance directly affected the market.
The whole benefit of even claiming a keep is so that non-guildies should have the opportunity to browse your wares. Otherwise, it's a completely pointless endeavor with absolutely zero benefit.
We already know ZOS is implementing guild kiosks to the highest bidder, so they may have just dropped this idea permanently... That is very discouraging.The First Daggerfall Emperor of Tamriel on Bloodthorn and Guild Leader of Shehai2 -

✭The cyrodiil keep stores was one their BIG SOLUTIONS against a global AH and they didnt even put it in the game. I was pretty dissapointed in that move actually. Make stamina builds even with magicka builds.
Disable abilities while holding block.
Give us a REASON to do dungeons more than once.
Remove PVP AoE CAP. It is ruining Cyrodiil.
Fix/Remove Forward Camps. They are ruining Cyrodiil.
Impenetrability needs to REDUCE CRIT DAMAGE. Not negate entire builds.
Werewolf is not equal to Vamps/Bats.0 -
