The only time I have ever seen any issues with unresponsive client is in large battle in cyrodil. Or immediately after a botched patch.
99% of the time I have no problems in PvE and neither does anyone else I know that plays this game.

1) Some of us play from Europe, and we get +220 ms to our usual latencies just from transatlantic connection.
2) In every other MMO, there is "lag tolerance" - a queue for a single ability, so game remembers what you've pushed, and if it can, it will perform that action right after previous one ends. It's supposed to be 100-600ms. Here it does not exist, so unless you use a higher priority ability (weapon attack < spell < bash), your click/press is IGNORED by the game if even the last 0.00001 seconds of previous ability's animation is still playing. Makes it really hard to chain abilities (unless you're used to MASHING KEYS)
3) Some abilities were "hotfixed" so dirty, that they are slowing down whole game. For example DK's Talons now take up to 2.5 seconds to actually root someone since pushing the button. HOWEVER, it takes into consideration the AREA in the moment you press the button, so it can't even be used proactively. And what's worse, it seems to break on some actions (other than roll dodge/cc break), causing half NPCs to drag the talon with them, without getting rooted..
4) Weapon swap is so unresponsive it ruins any hope of combined playstyle. Sometimes it takes up to 20 seconds till the weapon is actually swapped...
It's bad. Frankly, it's a bit embarrassing, when you see how responsive GW2, Rift, WoW, EQ, EQ2, Allods, DDO, LOTRO, and even (ugh) Alganon is.
In those games, when you press a button, what you want to happen happens instantly.
No other MMO has this issue for me. Fresh install of Win7 for ESO, no other software installed of any kind, been doing IT support for over 10 years.
For me (no addons, 75Mbit/12Mbit Internet, 70ms latency to ESO) there are times when I have to repeatedly (2, 3 or 4 times) press a key to get a combat action to fire, and/or try to get a weapon swap or ultimate to fire. It's ridiculous.
It's a low performance, bug filled client. Sorry, it's just the truth.
It might get better in the future, but for now, it's crap, especially when it matters (in combat). If it were my dev team, I'd fire all my QA staff and replace them with people who know what QA means.
It still poops the bed far too often and you get odd things like no or extremely quick combat notice then bam dead 2500 damage tiger pounce.
Unacceptable. NPCs should also NOT have the same elite Execute abilities that players have. I'm looking at you Archers of Doom and Sorcerors of Disintegrating full health players.
I won't even go in to the number of times the HEY I HIT 2 Activate that ability please, non-responsiveness and the, I hit weapon switch why are you not switching? goes on.
I've been allowing you 3 deaths caused by this nonsense a night (which is more than generous as these are things that should never happen), and I'll ask you how long do you think it takes to reach those three deaths?
If you answer less than an hour, you'd be absolutely correct.
Not a GPU issue. I run a 770 GTX, a 4th gen i5, and 16GB of RAM. Frankly my rig makes ESO its prison ***, and still I have the same issue the OP and many others have with the unresponsiveness of skills and actions.I have no lag, good internet and computer helps a lot. Try to down grade the graphics

I know. GW2 sure wasnt smooth on launch. I remember the good old early days when a 20v20 engagement could crap out the entire borderland and cause 10s skill lag. Give it time im sure it will work smoothly soon enough.
