Ruze is a veteran of the PC Beta, lived through the year one drought, survived the buy-to-play conversion, and has stepped foot in the hells known as Craglorn. He mained a nightlbade when nightblades weren't good, and has never worn a robe. He converted from PC during the console betas, and hasn't regretted it a moment since.
He'd rank ESO:TU (in it's current state) a 4.8 out of 5, loving the game almost entirely.

Yes, there would have to be a "downside" to this, I'm not sure what ZOS would consider a proper trade. Obviously you don't want players being "neutral" just to get sky shards.
In case you also didn't realize there ARE enemies other than players in Cyrodiil. Even if they aren't properly leveled, that's fine. A VR1 taking on a group of VR5 trolls isn't exactly a cakewalk.
Posting in the PvE forums means I'm not here to be told to "shut up and PvP already." I'm talking about why are 3 areas worth of PvE content locked away behind the PvP barrier. PvP players aren't excluded from the rest of the game, unless you count not having any PvP in a PvE zone.

I'm not sure why people both posting when they don't READ first.

While you may not enjoy PVP I can truly understand, it doesn't hurt to get out there and try anyways as there IS content for you. You just get together a group of people willing to do a Cyrodiil skyshard run or dungeons. Also don't forget that PVPing gives 50 skill points, 1 for each rank.
All it is, is incentive to try out something the devs put a LOT of work into. You never know you might actually find it fun. I myself usually hate pvp but THIS pvp just feels different with the massive battles going on and how easy it is to contribute to a "group".

There are plenty of PVErs that got their skyshards by playing smart, you want a war zone to be turned into your personal instance, not fair.

Press CTRL.
You are welcome.
If I can bring another point to the discussion. It not just about completing the quest, but it's the story that goes to waste. How many players like to actually read and listen to what the NPCs have to say? ZOS put a lot of effort into the story, which I consider by far the best part of the game.Because Cyrodiil is still a place where people live and isn't just a terrain where battles happen.
It's harder to get the PVE content in Cyrodiil done, but it is far from impossible. It takes patience and care, but it can be solo'ed. And if you're worried about getting ganked, get some people together and do it as a group for mutual protection.

So what's your definition of "smart"? Give me the guide to getting through without being ganked constantly. I feel it's rather double standard-ish that people can gripe about being "forced" to play staff and dress, while I can't gripe about not wanting to PvP.
As for PvE having a barrier, I guess "kill everything in sight" types find it difficult to be in a PvE area - given the number of players who try to attack everything and everyone in towns, and those who run up to my toons in the wilds, point a crossbow at my face and pull the trigger repeatedly just can't deal with the face that I won't die?
Press it harder then!!!

There are known hacks for Cyrodiil to find stealthed people. There is Magelight that ALSO reveals stealthed people and to top it off its easy to go camp know quest pick ups and turn ins as well as skyshards.
I understand @thatlaurachick's plee there is a lot of stuff locked away in Cyrodiil.
Personally I would be more upset about the 50 skill points locked away behind PVP rank plus the Skill Shards, but she also wants to see the quests and dungeons out there.
That's VERY understandable, but unfortunately its apart of the "lure" of Cyrodiil. Its doing its job VERY well she has reasons to go there but being a war torn land its also incredibly dangerous.
It wont change so the best anybody can currently do is give MUCH better suggestions than CTRL.
I can maybe recommend using a guild to help get out their with either a current guild or PVP centric guild and just let them know what it is your looking for. You might be surprised at how many people are willing to assist you in your goal as many others probably have the same goals.
