Why does it rain inside Elden Root?

I'm on the 2nd floor, I'm in the bank/craftstation spaces, or out in the hallway, and it's raining.
Why?
And where does the smoke from the forge and all the open fires go?
And I suppose it gets a little hot-n-nasty in the summer, in there, eh?
I see no evidence of Physical Plant supplying any sort of conditioning to the air, and I see no HVAC of any kind at all. What gives? It looks like an unhealthy environment with no form of regulation....

Water vapour from people breathing (and any plants there too) gathers, forms mini clouds, then rains. This almost happens on earth in big structures with loads of plants, but if you add magic to the mix, hey presto rain.
A bit like those bottles with plants in, terrariums I think they're called.People believe what they either want to be true or what they are afraid is true!
