Why does the Ultimate ability reset to zero when staying in the same zone?

I just started the veteran quests in Cryodiil and I use my ultimate abilities a lot since there is almost no one but myself fighting the bosses in the various caves and quests. It is really pissing me off that every time that I need my Ultimate, it goes from 500 to zero for no reason, usually just before I plan to use it. I never really have this problem before.

From what I read on the forums, once you leave a veteran zone this is done intentionally so that you can't cake walk the lower level quests; but I'm fighting veteran level bosses?

Is this a bug, or can someone explain where there is documentation on how the Ultimate ability works. I reported it as a bug. I think that as long as I am fighting enemies at the same rank as me, my Ultimate should only discharge as I use it.

The lag in Cryodiil can cause this. You trigger the ultimate ability so your client 'resets' it (it goes from 500 to zero) but the server (due to lag) never triggers the skill.

So in the end, you end up with no ulimate going off and an ulimate count of zero. There are a lot of bug reports already about Cryodiil lag making it unplayable

This has been an on going problem for me, I've reported this numerous times with the last one on May 22 and still NO REPLY. This happens to my main (VR12) and my other non veteran characters, so it has nothing to do with veteran zones. It seems to be random, but I only notice it when I'm about to use my ultimate and it's at ZERO. Sometimes I could keep my ultimate for days, logging on and off won't affect it and neither does traveling to other zones or using my horse. I have read so many opinions as to why this happens and have even tried disabling add-ons to resolve it, but it still resets.

After 5 minutes of not generating, it resets. Sucks, even more so for werewolf, 750 cost only to have it reset when you are 75% there because you had to go afk or travel someplace.

Often times I will get to a boss and my ultimate is just gone. Other times it resets when I talk to an NPC and turn in a quest. It is supposed to disappear after five minutes, but I've been sitting in town for 20 minutes just chatting in gchat and it stays, without casting a spell.

Ultimate should never reset.

Maybe if you zone, but never just running around in the same zone.

Mine reset as I entered a cave in Cryodiil, from 500 to 0. Once I charge it as I am fighting my way out of the cave, it resets after I exit the cave, but not every time. It seems to be random, or I just don't understand how it is supposed to work.

Anyway once it is charged, I think it should stay charged. I have the same problem with pets and bounded armor; sometimes they follow me when I exit a cave and sometimes they don't.

I slowly losing interest in this game because of all of the inconsistencies in the game mechanics; for example; I just did all of the quest in the town of Cropsford and received the Cropsford Adventurer achievement, but when I re-entered the town I received all of the same quests again from the quest givers?

I also got jumped by two players, and there was no indicators as to what alliance they belonged to, so I though they were on my alliance, so I just walked up to them hoping to group for a dungeon and got my but kicked.

Also Cryodiil is a barren wasteland when compared to Oblivion. It looks like a nuclear bomb wiped out all the trees. If you had more trees it would be more fun to sneak around.

Anyway, sorry about the vetting. I had high expectations for a game that supposedly took 5 years to make and I can't figure out where all the money went?
