Why is the skald king leader of the pact and not the tribunal?

The living gods of the dunmer still have access to the heart of lorkhan. Hence they are as powerful as any daedric prince. Why should they submit to the authority of a mortal and a nord at that? Almalexia in game comes off as extremely arrogant just like in tribunal so why??

2E 882 — Dagoth Ur reawakens.

Dagoth Ur and his Ash Vampires awaken underneath the Red Mountain, where they bind themselves to the Heart of Lorkhan. They ambush the Tribunes during their annual ritual bathing in the Heart's power, and drive them off.

It's extremely out of character for the tribunal to let someone act as a superior to them, especially when their power is at it's highest.

    I suspect the Tribunal is either too weak to fight a war or focusing on something else even more dangerous.

    if you have done the quest in the tribunal tempel you may have realised why
    her comrades are unable to stroll on tamriel

    My guess is that alliance should have a strong prominent leader. Argonians are former slaves, they are not so strong at this point. And dunmer have many houses fighting for power with no particular house to be strong enough to represent all of Morrowind. Though it would be nice to have an option to change alliance leader as part of a story at some point in the future.

    Maybe because the Tribunal is focusing solely on keeping Morrowind in their power, so they "let" the Skald-King take over the alliance war business? Just speculating.

    haven't talked to them in ESO yet.. but from what i remember playing TES III - Morrowind they took care of the big things, mostly in the background, thinking a lot, seeing everything at once, seeing many different futures.. maybe they know already, that the future of cyrodil will not be influenced by the alliance war, as long as the fight is balanced (except on EU Wabbajack, where they seem to take an active role in beating the crap out of us poor daggerfall covenant guys)

    Uh in Morrowind they did nothing except standing there while all their world was falling.

    That was for reasons that are not relevant because Dagoth-Ur is still asleep under Red Mountain in ESO. As I said they still have access to the heart of lorkhan at this point in time. Did you read the OP?

    Vivec doesn't have to die in morrowind or tribunal and Sotha sil is dead by the last quest of the main story in tribunal if thats what you are implying by them being "unable to". Even so thats irrelevent in this game because it's set in the way past.

    [spoler]that all right but regarding the eso ig-storyline alma is the only one of the tribunal having an entity. vivec and sotha sil are currently none existant dead, what ever you like to call it, and alma as stubborn and arrogant as she is is not powerfull enough alone.[/spoiler]

    Well, the Tribunal has always been a little detached from the world. They are too busy exploring their powers and such to really be motivated to participate 100% in worldly affairs. Much like our own leaders, they don't care about the "little" people as much as they loudly proclaim that they do.
