Should there be a modable map?

One thing I have always enjoyed about TES games are mods. Extra content. I've never made my own mind.

The question is should there be a small map, that starts empty. It would be need to be instanced and small, but where each player can build there own content in much the same way as mods do in other TES games. Obviously it would need to be a restricted version as to avoid ESO ***. (Search for skyrim *** if you don't believe me)

If anyone has played Neverwinter and had a blast on the foundry you will see what I mean, but basically user based content.

What do you think? Is there room for that in ESO?

    Customizable player housing? Sure.

    Mods like we have in any other ES game? No. Because this is an MMO, and giving people access to those tools is inviting the game to become a giant hackfest.

    Although Neverwinter proves otherwise. I really good feature in a game that is otherwise a pile of crap. Like I said it would need to be a restricted version.

    One thing most notable is that the player based content is often as good if not better.

    It would basically be player housing only more, where you could make your own quests and story. Then share it.

    Player-created content is most often terrible. There are thousands of Skyrim mods, and most of them are godawful excuses for game design. Out of those thousands, there are maybe 20-30 that are decent, and the vast majority of them are graphical enhancement mods. In terms of actual content additions: I can count the number of good mods on both hands, and all of them involved months of work with a dedicated team of modders and tools that, in this game, would provide far too much access to game data to be allowed.
