Can't use Barbaric Motif even though requirements met and not known

Has anyone else had this issue?
You have a motif you want to learn, you don't know it, and you meet all of the requirements yet you get the error message, "Already known or - Need Metalworking 7, Tailoring 7, or Woodworking 7, or greater."

Hamfast✭✭✭✭✭I agree that it could be explained better that Primal, Barbaric, Ancient Elvish and Daedric require at least one smithing type skill be at Material level 6, 7, 8 or 9 depending on the Motif to learn it, nick-buckleyb16_ESO and mutharex are correct.
If by chance you have spent the proper skill points, then Customer Service would be the way to go as crislevin stated.
Then again, if you read it as I did and said "My skill is way above 9 but I can't learn it!! #Grumble grumble#" then welcome to my world, I just did not post it here

traigusb14_ESO2✭✭✭✭✭I just had a problem with this too.
it is points in the first skill in the line (not total skill points).
My smithing was maxed out (way more than 9 pts) except 1 point, but I was holding out on the last material level because I'm only VR8 and wanted my hireling to stay closer to the tier I was in.
Nada, could not learn Daedric until I trained the first skill to 9.0
