Why can't all sets drop at max VR req?

So I'm going through the different sets that drop in ESO to find viable builds for my healer and I am confused why the sets don't all have VR level drops? Or am I reading this wrong.

I.e healers habit set can only drop from mobs level 23-28, but the set bonus would be a great set if it had viable VR level stats. So essentially all the awesome sets that I am looking at are actually 90% useless to me in endgame content, and of course, any sets i find now will be useless as well once VR level increases.

Is this correct?

    Think they all drop again in vr.

    I have akaviri dragonguard vr1 and warlock vr1. Id kmagine they all do.

    Hope that's true, would seem like a lot of wasted effort. Can anyone else confirm?

    Each set drops in each faction - so you will get thise 23-28 sets again at ~VR2/3 and VR6/7.
    A lot better than you thought, but still: No VR12-version of them!

    Yes they drop again, but only at the respective levels. Anything that is also VR1 or VR2 can drop as VR12 in craiglorn, but everything else in between is stuck. VR 5 and VR6 drops don't have a VR12 counter part.

    Don't get me wrong, I am all for having sets that drop that you have to earn by raiding or what not. But when this stuff drops off of random NPCS anywhere in the zone of its level range. It is a testament to your ability to grind and farm, not player skill.

    They should just open up more world crafting stations and fill out the rest of the trait requirement brackets. As far as I can tell, there is no 7 trait crafting. And for the more desirable sets, make them 8 trait. If you are going to reward people based on how much time they spend killing goblins by giving them set items, might as well reward the people that are going to spend 6 to 8 months learning all the traits and let them craft them.

Kill bosses? PvP for AP? Why? You already have the most epic gear possible, what incentive is there to do anything else if you can just make the gear yourself.

    Its a matter of mentality, for many players once you are capped and geared you start playing the game without having to worry about farming gear.

    I pvp strictly for the fun of doing it, and gearing is a chore.

    The whole concept of having to be rewarded for playing a game in my free time is odd to me, i dont need a carrot to do something i enjoy and if i dont enjoy it a carrot is not enough to keep me doing it.

    That ks for the response, do you know if the sets can drop from any mob? Or jus from specific bosses?

    Also, I personally enjoy the chance of finding any item out in the world. Having specific bosses or crafting stations as the only spot to fond/make an item makes it too structures to me. ESO is about going out and making your own path, not going to a crafting station location you found online and just making the end game gear.

    I want to work for my gear, and having a bit of luck involved makes it so much more fun for me because I know that the next mob I kill could in fact drop that legendary gear piece that I have been waiting for. That's what keeps me playing, and knowing that it could happen at any time.
