Why should people "Guesting" to a campaign lock out people who chose that campaign as their home?

The whole system is broken. So many campaigns are being abused or exploited (depending on your view or which GM you talk to) that people guest to other campaigns to try and find a better home or have some fun since their home campaigns are in such bad shape. There will be abuse, but some of the "war tactics" as one GM called the situation is so blown out of proportion right now that the system is in a word...broken.
