Target Set Off balance

So some abilities and sneak attacks stun the target and set them off balance, you are free to do a heavy attack that hits very hard and knocks them down.
But there are some other abilities that JUST set your target off balance. Can anyone tell me exactly what this does to the target? Is this just making them vulnerable to a heavy attack knock down? can they still block it and counter you? i am assuming they cant block you in this state. or is there something completely different going on. If anyone knows for sure or has a link to combat effects that would greatly be appriciated

Similar to a stun, but the target can still attack and stuff. But yeah, a heavy attack will knock em down.0

I am just curious if they are still able to block it because it would then stun me and set me off balance
