How to access Skyrim?!

Can someone tell me how/when can I travel from Stonefalls to the Rift? I cant seem to find answer anywhere else. Do I have to play the main quest longer, or do I have to be at certain level, before gaining access to Skyrim?

North-western corner in Stonefalls, have to travel around the fortress underneath the bridge. The rift however is the last zone before you go to Coldharbour so it's not advised to go there until you're at least around 35ish.

Or complete part of the main quest line and gain access to the fortress and just run/gallop across the bridge .. just watch out for the level 41 mobs right after you zone into The Rift.
