Does respec lose skill experience?

If I respec, do I lose my experience in skills I already had points in? For example, if I have a bunch of skills morphed and maxed out in 1H+S + Dual Wield, but I decide to respec into Resto Staff + Desto Staff. Do I lose the skill experience I had in 1H+S + Dual Wield? If I respec again a month later, deciding I want to go back to 1H+S or Dual Wield, have I lost all my skill experience? Do I have to start with Puncture I, grind it up to Puncture IV, morph it to Ransack I, grind that to Ransack IV? Or do I go right back to Ransack IV because I was ranked up to that once before?
