I know there are Way-Shrines in the game that function as "portals" per say, but I have done so many quests that involve Portal Magic that I find it very intriguing that it is not considered for later updates.
I also think it can be included in the Mages Guild skill line or in the World skill line. This would greatly benefit a Sorcerer class player to immerse more into the magic-like play style.
What do you people think?
If they made me walk to some portal that was hidden somewhere in the world then use that portal to get to some weird place.Maybe forgivable. In this game we have an old man in damp cave opening portals from time to time.

Levitation was in Morrowind, but it was not in Oblivion or Skyrim.
I think the main reason they left it out of Oblivion was purely mechanical – the cities all loaded separate zones and the versions of them you saw from outside the walls were fakish. So if you could levitate over the walls into the cities it would have messed things up.
Even in a single player game it can be a super-OP ability. You can just levitate over mobs, traps, etc. Think about all the Ayleid ruins in Oblivion where you could just levitate up to the platform by the entrance that led to the end of the dungeon…
