Templar caster is fire damage so Dark Elf racial would boost that right?

No not really, only 1 spell that I can think of off of the top of my head is Fire dmg, and that is Sun Fire.

Solar flare is magic dmg, not fire.

Edit: If you want the dmg bonus of dark elf to help the most I would recommend a DK. They have an abundance of fire abilities.

Also the bonus refers to damage from effects which I think is not the same as direct fire damage. Nevertheless you should go Dunmer because they are the best race in TES.

I would go with Bretton in that case simply because you can't cap cost reduction!

Im a Dark Elf Templar Vampire, and happy with it. The fire resist completely negates the vampire fire vulnerability, we get 9% more magicka and 6% sta.

And who cares about diminished health recovery on a properly specced templar?
