Healing bonus help Health Regeneration?

If I use a Restoration Staff and have the passive "Increases all healing done by 3% while you have a Restoration staff equipped." Does that make my Health Regeneration give more per tick?

✭✭✭✭✭Don't think so, my guess is it only affect the healing you do yourself, however it will also affect other healing spells outside the staff tree.Grinding just make you go in circles.
