Ultimate gain nerfed???

Soo it seems my class skills regain not as much ultimate as before :S is it nerfed or??
Atleast few days ago it seemed more since soul harvest would be full after 1 npc and now it seems to take 2-3npcs. Dont forget the +7 ultimate for kill coz of soul harvest
