what effects sorcerer's overload damage?

it says 9% increase of heavy/light attacks so i equipped 2 staffs, one was a weak staff and one was a stronger staff, the normal light/heavy attack dmg was obvious among those 2 , however overload was still the same damage, so how can i increase overload damage?

Im pretty sure that Overload has nothing to do with weapon damage, despite the very misleading tooltip.

I am not 100% sure, but I do believe that Bound Armaments will increase the heavy attack damage of Overload. Surge will not since it only affects weapon damage.
