Is there any vendor that sells provisioning mats?

Hello there. Im asking this because when i visit a chef in town all they sell is food already made. i just started provisioning and would really like to know this. ty.

There is one in Coldharbour.
There are more actually but i only remember that one.

I believe you can only buy some basic provisioning mats though, not all of them.

When starting off you're expected to get all your ingredients from looting barrels, sacks, chests and the like. You'll not get to Coldharbour without cheesing until a lot later on.

there are grocers across Tamriel. i.e. in Stormhaven you can buy milled flour and cooking fat from one at the market place).
