Is there any vendor that sells provisioning mats?

Hello there. Im asking this because when i visit a chef in town all they sell is food already made. i just started provisioning and would really like to know this. ty.

When starting off you're expected to get all your ingredients from looting barrels, sacks, chests and the like.
